This country is in better shape than it was 3 years ago.

This Christmas, I have much to be grateful for.

Thank you for your faith in me and in Vice President Gore; thank you for your support for these past 3 years.

Let us also as Americans resolve, each of us, to do what we can to be peacemakers.

We don't have to hurt our children to balance the budget.

You know how there are just things in life you assume would go on forever?

I shall continue to exercise the powers at my disposal to apply economic sanctions against the FRY (S&M) and the Bosnian Serb forces, civil authorities, and entities, as long as these measures are appropriate.

I have done exactly what I've said I'd do.

I hereby determine that it is necessary to augment the active armed forces of the United States for the effective conduct of operations in and around former Yugoslavia.

We cannot, we must not, do this.

I believe it's going to go forward on time.

I certainly hope not.

This budget is our answer to that question.

Our priorities are protected in this budget.

I'd like to just say a couple of opening words.

I strongly urge you to give this important legislation your immediate attention, and urge that it be enacted before the end of the year.

We need to make certain the government has the tools to assure American workers they can put their savings—and their trust— into a system that will be there when they need it most.

The ATP program was created with bipartisan support, which it continues to deserve.
