I am delighted by today's passage of the Senate resolution extending the time for the States to ratify the equal rights amendment to the Constitution.

Our concern for human rights must begin at home, and the rights of citizenship must be protected, regardless of sex.

I agree that the Agency's personnel management needs to be strengthened to assure the success of our development assistance programs.
