I, Herbert Hoover, President of the United States of America, acting under and by virtue of the power in me vested by the aforesaid Act of Congress, do hereby proclaim and make known that the annual quota of each nationality for the fiscal year beginning July 1, 1929, and for each fiscal year thereafter, has been determined in accordance with the law to be, and shall be, as follows:

Therefore, I have concluded to do without that boat.

It is the obligation of the party to enact those principles into law, and it is for that purpose in large degree that I called the extra session of Congress.

Roche Harbor is hereby abolished as a port of entry in Customs Collection District No. 30 (Washington)

I HAVE LEARNED with sincere regret of the death of Marshal Foch.

In this loss they have the full sympathy of our people.

I have no very important questions this morning--nothing, I think, that I am ready to make a statement about for quotation.

Mr. MacCracken has resigned as he is determined to return to business, much to our regret.

And in that effort to reorganize both the administrative side and judicial system.

Those have not yet been settled.

Of course, this is not for quotation or authority.

Under authority of the Act of Congress approved June 4, 1897 (30 Stat. 34, 36), and on the recommendation of the Secretary of Agriculture, it is hereby ordered that the following described lands be transferred from the Missoula National Forest, in the State of Montana, and be made a part of the Helena National Forest in the same State, to be hereafter administered subject to the laws and regulations relating to the Helena National Forest:

It is obvious that no large proportion of 20,000 oil wells are being drilled on lands under these permits.

The Government must cease to alienate its oil lands if we are to have conservation.

They know there is a limit to oil supplies, and that the time will come when the Nation will need this oil much more than it is needed now.

The Secretary of War has already, through the Corps Area Commander, offered to take any steps necessary to give the full support of the Federal Government to the local authorities in service to the people suffering from that flood.

Mr. Burke asked to be relieved as Commissioner of Indian Affairs.

It is expected that under the present contracts the South American airmail service will be in operation some time in April or May.
