But the subject of today's hearing, I think, underscores all the more why we need to move to the next generation of air traffic control.

It is one that I think we are doing well on and should continue to build on.

There is a lot of concern and you hear a lot of talk about the rise of China, what that means, but also in the context of that, I think there is opportunity to find real partners to take on some of these issues.

It takes coalitions to basically address these. And coalitions have to be put together and they have to be led.

I have two quick questions on specifics.
