I describe it as the taxpayer shaft budget, because that is really what you are doing to millions and millions of people...

So then clearly you representing that this budget is balanced is inaccurate.

You can't both say it is premature and say that the budget balances.

One thing, though, that is absolute certainty is that a budget is an expression of our values.
