I want to thank again Secretary Cisneros and Secretary Espy for the work they did and the long effort that all of us have made in the area of rural development.

That's what public life is all about out there on the main streets of America.

We can move on to have these empowerment zones.

All those who have served and all those who still serve in Haiti have served with extraordinary skill, courage, and dedication.

Today America says: Thank you, General.

The military regime would still be in power in Haiti, terrorizing the people there.

Instead, we kept our word.

Haiti's long night of fear has given way to a new day of hope.

I have nothing else to say at this time, except it's a high priority, we're working on it, and we're going to do our best to resolve it.

We need a leaner but not a meaner Government.

I believe in 'three strikes and you're out,' and I believe in trying to keep kids from making the first strike.

If community policing is more than a deployment of police officers, and is really a philosophy of law enforcement, it is two words: police and community.

I ran for President because I wanted to restore the American dream and bring this country together as we move into the 21st century.

If we listen to people at the grassroots level and enlist ourselves as your supporters, then we can continue to make progress on crime.

Country first, politics-as-usual dead last; focus on reality, not rhetoric and not recklessness.

I want to take just a moment to remind you of the four features in that bill of rights.

We can't do any of that if the people of this country feel afraid on their streets, in their homes, and in their schools.

We will do even more to shrink yesterday's Government.
