This is a good day in the life of the Carter administration and the Federal Government and the United States of America.

Regulations that do not meet an agency's criteria for determining significance shall be accompanied by a statement to that effect at the time the regulation is proposed.

I expect that you will include in your revised agency procedures, provisions which will institute intergovernmental consultation described in this memorandum.

Each agency shall review its existing process for developing regulations and revise it as needed to comply with this Order.

The head of each agency shall approve the agenda before it is published.
