We had a $100 million program. We got $3 billion worth of requests.

I would much rather be giving tax breaks to do a couple of different things.

We have to ensure that Governor Ridge has the authority to do more than the Drug Czar.

I do not think that is your responsibility.

I come from the Baltimore City Council. I know that not only are all politics local, but all problem solving is local.

Obviously, President Bush has picked some of the top people for his own cabinet.

I am not for creating a whole big, new program just to create it.

I believe that we do not know who is in charge.

One of the things I am putting in legislation is that there needs to be a designated Federal source for public information

Drug Czar.

I urge my colleagues to join me in paying tribute to the memory of these murdered Polish Army officers.

Mr. Speaker, I rise today to congratulate Baltimore Hebrew University, a valuable educational institution in my district, on their 80th anniversary.

Let me be clear--this bill is not and does not pretend to be campaign finance reform.

This bill is an opportunity for us to work together to achieve a type of reform we all agree is both necessary and important.

I am pleased to introduce this bill to designate five United States Postal Service buildings after five individuals who made significant contributions to Baltimore and the State of Maryland.

I believe that persons who have made meaningful contributions to society should be recognized and honored.

I urge my colleagues to support this worthwhile measure.
