We need a real commitment.

We need to build on existing programs, like Head Start and the Child Care Development Block Grant program.

I'm not so sure we need new programs. I know this might surprise everybody, because I'm a good Democrat.

We need to make the highest and best use of what we have.

I really do think we have to make use of existing programs and have them work together.
