I want to thank Administrator Barreto for being here today and for all of his work.

We are proposing a $1,000 tax credit for each employee a small business puts back to work in the disaster area.

We are proposing a relocation tax credit to help offset the huge cost many businesses have incurred in relocating.

Unless businesses and jobs come back, people won't follow and we won't properly repopulate and get back on our feet.

I think we need to ask some truly fundamental questions about why that didn't work.

I want to make sure to get the job done on the ground in Louisiana and then very soon after that we can transition into figuring out exactly what went wrong.

There was absolutely no execution.

I don't have a doubt in the world that all of these questions are going to be asked in a very forceful, focused way.

We need to fix problems at this point and not fix blame.

If one person criticizes them or says one more thing, including the president of the United States, he will hear from me.

I think we've done that, particularly with General Honore who is active duty military a three-star general. I think that's making a dramatic difference.

I gave all of the organized government relief effort an 'F,' state and federal. I think it's turned a corner... Now today, we're going to have upwards of 40,000 boots on the ground in Louisiana.

I hear stories like that all the time and it's very unfortunate... but do I hear stories like that? Absolutely, every day.

LANDRIEU: Anderson, I have the anger inside of me. Most of the homes in my family have been destroyed. Our homes have been destroyed. I understand what you're saying, and I know all of those details.

I want to thank the president. He will be here tomorrow, we think. And the military is sending assets as we speak.

I'm just expressing that it is so important for everyone in this nation to pull together, for all military assets and all assets to be brought to bare in this situation.

We need a lot of help. And the Congress has been wonderful to help us, and we need more help.
