If I could ask one other question. If a Senator comes to the floor and wants to offer an amendment, not on the treaty itself-- which we realize is more difficult to pass because of what that means as relates to negotiations with Russia--but to offer an amendment on the resolution of ratification, which is something that might likely be successful and accepted, it is my understanding all they have to do is come down and offer that amendment, to ask unanimous consent to call it up; is that correct?
