Mr. President, I thank Senator Lautenberg for introducing the concept of a talking filibuster 2 years ago, and I thank all colleagues who have worked to end the abuse of our current filibuster. The fact is, we have not done any appropriations bills in 2010. We left 100 nominations without our advise and consent or opposition, and we left 400 House bills collecting dust on the Senate floor. The American people believe the filibuster is an act of personal courage. Let's make it so. They believe those who filibuster should make their case before the public. Let's make it so. They believe when 41 Senators want additional debate, let's make it so. Let's end the secrecy and obstruction of the silent filibuster and establish the accountability of the talking filibuster.
