Thank you for allowing me to address the point of order. Madam Speaker, the rules of the House give a modicum of support to the minority to offer motions to address a different point of view on legislation, albeit in the form of a motion to recommit. The rules of the House, Madam Speaker, allow for the minority to express that point through the motion. In this motion to recommit, as has been placed forward by the gentleman from California, it is a simple choice between the oil companies and the middle class: Side with the oil companies or side with the middle class. The SPEAKER pro tempore. The gentleman will suspend. The gentleman is not addressing the procedural issues raised by the point of order.
