The amendment is as follows: (Purpose: To express the sense of Congress relating to adaptation projects in the United States Arctic region and rural communities) At the appropriate place, insert the following: SEC. ___. SENSE OF CONGRESS. It is the sense of Congress that-- (1) President Obama has committed $3,000,000,000 from the United States to the Green Climate Fund of the United Nations Framework Convention on Climate Change; (2) any payments the United States ultimately makes to the Green Climate Fund will be redistributed to finance adaptation and mitigation efforts in developing countries that are parties to the Convention; (3) none of the eligible developing country parties to the Convention is an Arctic nation; (4) the residents of the Arctic, many of whom represent vibrant indigenous and traditional cultures, too often face social and economic challenges that rival those in developing countries; (5) despite the fact that the United States is an Arctic nation, President Obama has made no similar effort to provide financial assistance to the residents of the United States Arctic region, even though many of those communities have opportunities for adaptation projects; (6) similar opportunities for adaptation projects exist across rural communities in the United States; (7) the United States should prioritize adaptation projects in the Uni…
